November 2009PEPIN...Nursing Home employees working at Pepin Manor, members of Local 3152, have a two-year contract that runs from 7-1-09 through 6-30-11. Wages increase 1% on 1-1-10 and increase 2% on 7-1-10. Employees can choose between POS and HMO health insurance plans. Bi-weekly employee rates for the POS are $55.50/single and $232.91/family for full-time employees and $93.16/single and $298.05/family for part-time employees. Bi-weekly rates for the HMO are $50.38/single and $219.60/family for full-time employees and $88.04/single and $284.74/family for part-time employees. Shift differentials increase by 5˘ to 45˘/hour for the pm shift and 60˘/hour for the night shift.
CHIPPEWA FALLS... The Support Staff employed by the Chippewa Falls Unified School District, members of Local 1241, recently settled a two year contract. Wages increased 2% 7-1-09 and an additional 2% increase is scheduled for 7-1-10. The District continues to pay 100% of the single health insurance premiums and 90% of the family premiums. Sick leave payout at retirement increased from 70% of 120 days maximum accumulation (84 days) to 75% of maximum accumulation (90 days).

EAU CLAIRE. . .City of Eau Claire DPW workers, members of Local 284, have a new 2-year agreement that runs from 7/1/09 through 6/30/11. Wages increased 1% effective 7/1/09 and an additional 1% increase is scheduled for 7/1/10. The Employer continues to contribute 95% towards single or family health insurance. In addition, leave for military training increased from 10 to 15 working days per year.MUSKEGO. . .Administrative assistants employed by the Muskego-Norway School District, and members of Local 2414, recently signed a 3-year contract. Wages increase 2.5% on 7/1/09, 2% on 7/1/10, and 2% on 7/1/11. The District continues to contribute 90% towards single or family health and dental insurance. Substantive language changes include the following: The District shall notify members of job vacancies by sending email notices to each unit member’s District email account; wage rates and step increases will now become effective each July 1; sick leave is expanded to cover part-time employees and use of sick leave is expanded by broadening the definition of "immediate family".
GERMANTOWN. . .Village Hall technical and clerical employees here, members of Local 3024, have a 3-year contract. Wages increased 2% effective 1/1/09 and additional raises of 2.5% on 1/1/10 and 2.5% on 1/1/11 are scheduled. Monthly employee contribution to insurance premiums in 2009 are $75/single and $155/family. 2010 contribution rates are $80/single and $160/family. 2011 contribution rates are $85/ single and $170/family. Benefit changes include an additional floating holiday and improved bereavement leave. All discipline will be removed from the employee’s personal file after 3 years.
SHAWANO. . .Private sector nursing home employees of Homme Home for the Aging, Inc. have a one-year agreement for 7/1/09 - 6/30/10. All Local 3902 workers received a 1% increase retroactive to 7/1/09. As part of the settlement, the Employer will continue to pay 90% of the single or family health insurance and 50% of the single or family dental insurance.
SUSSEX. . .The Hamilton School District Para-Professional employees, members of Local 3086, have a new three-year contract. Wages increased 2.3% 7/1/09 and are scheduled to increase 2.4% 7/1/10 and 2.5% 7/1/11. Effective 7/1/09, the District will contribute $500/month towards the single health insurance and $700/month towards the family health insurance. On 7/1/10, the monthly contribution increases to $550/single and $725/family. On 7/1/11, the monthly contribution increases to $600/single and $750/family. Layoff recall rights were reduced from 18 months to 15 months. Christmas Day was added as a holiday in 2009 and Good Friday will be added in 2010. The sick leave bank expanded from 68 days to 75 days. Employees are now entitled to four days of bereavement leave per year (up to 2 days per occurrence). The District will now contribute up to 6.7% to the Wisconsin Retirement System.

CHIPPEWA FALLS. . .School district employees here, members of Local 1241, have a new 2-year contract. Wages increased 2% effective 7/1/09 and are scheduled to increase another 2% on 7/1/10. The district will continue to pay 90% of family health insurance premiums and 100% of the single health insurance premiums. In addition, sick leave pay out at retirement improves to 75% of total accumulation from 70%.
PORT WASHINGTON. . .Local 108's DPW workers have a new Agreement that runs from 6/1/09 through 12/31/11. There was no wage increase for the remainder of 2009 but a 3% increase is scheduled for 1/1/10 and a 2% increase is scheduled for 1/1/11. Employee contributions for health insurance are $32.50/month for single and $65/month for family in 2009. In 2010, monthly contributions increase to $42.50 for singles and $85 for families. In 2011, the monthly contributions increase to $55 for singles and $110 for families. Other benefit changes include an increase in comp time from 48 to 56 hours, stand-by pay increase from 1 hour per day to 2 hours per day, and summer hours are extended by 2 weeks.
CLARK COUNTY. . .Local 546-B’s courthouse employees have a new contract for 2009. It provides a 2% increase on 1/1/09 and a 1% increase on 7/1/09. The County continues to pay 85% of the single and family health insurance premiums.
SUPERIOR. . .DPW workers here, members of Local 244, recently settled a 3-year contract. Wages increased 3% on 1/1/09 and are scheduled to increase 2.5% on 1/1/10 and 2.5% on 1/1/11. The City continues to pay 95% of the premiums for single and single + 1 health insurance. The City will still pay 90% of the family insurance. The settlement also includes numerous benefit and language changes. The probationary period increases from 6 months to 1 year. Employees are now eligible for health insurance after 1 month of employment. Light duty language allows assignment without being bumped for on or off duty injury for up to 1 year. The City will provide new hires with the union orientation packet. Seasonal laborer grades condensed to “seasonal laborer” and “seasonal laborer-CDL”. Seasonal laborers must now reside within a 45 minute response time (was Douglas County). Vacancy notices will now be posted for 7 days on the union bulletin boards located at each division work site.
DOUGLAS COUNTY. . .Courthouse and Government Center employees here, members of Local 385, have a 3-year agreement. The settlement calls for 2% on 1/1/08, 1% on 7/1/08, 2.5% on 1/1/09, and 2.25% on 1/1/10. In addition, GIS Tech I moves to grade 6 and GIS Tech II moves to grade 7. The County now pays 90% of the single, single + one, and family health insurance premiums. Substantive language changes include a procedure for handling reclassification requests, a revised grievance and arbitration procedure, a policy allowing the local president to use county email to post union notices, notification of new hires within 30 days, labor/management meeting language added, disciplinary notices may not be used for progressive discipline after two years, and “me too” language for any enhancements in the retiree health savings plan provided to any represented or non-represented employee group.
JACKSON COUNTY. . .Local 2717-C’s human services paraprofessionals have a 2-year contract for 2008 and 2009. Wages increased 2% on 1/1/08 and an additional 1% on 9/1/08. Wages increased 2% on 1/1/09. In addition, class I is eliminated 7/1/08 and all remaining classes move up one level. The County switched from being self-insured to a Premier Community Plus plan (Mayo Health Systems and Gunderson Lutheran). New hires will pay 10% of single and family health premiums. The County agreed to contribute 92% of premium costs for existing employees in 2008 and 91% in 2009. Deductibles are now $1,000/single, $2,000/family with employee contributions remaining at $250/single and $500/family. The County will contribute $750/single and $1,500/family to an HRA. Drug co-payments are now $15/generic, $30/name brand, $50/non-formulary.
MONROE COUNTY. . .Nursing home workers here, members of Local 1947, have a 1-year contract for 2009. All employees received a 2% increase effective January 1. The Employer will continue to pay 87% of the health insurance premiums. Employee deductibles are now $250/single and $500/family. The contract also provides an additional floating holiday.

OCONOMOWOC. . .Public works employees here, members of Local 1747, have a new 3-year contract. Wages increase 65˘/hour (2.75%) on 1/1/09, 70˘/hour (2.9%) on 1/1/10, and 72˘/hour (2.9%) on 1/1/11. The City agreed to pay 95% of the single and family health insurance premiums in 2009, 92.5% in 2010, and 90% in 2011. The settlement also reduces the number of years it takes to reach vacation thresholds. Employees now get 3 weeks of vacation after 5 years (was 7), 3 weeks and 1 day after 10 years
(was 12), 3 weeks and 2 days after 11 years (was 13), and 3 weeks and 3 days after 12 years (was 14).
SHAWANO COUNTY. . .Local 2648's Maple Lawn Health Care Center employees recently settled a 3-year Agreement. The wage schedule provides increases of 2% on 1/1/09, 2% on 1/1/10, 1% on 7/1/10, 2% on 1/1/11 and 1% on 7/1/11. In addition, kitchen, laundry, activities and housekeeping workers are now eligible for a 25˘/hour training allowance. The County agrees to continue paying 90% of the single and family health insurance premiums.
EAU CLAIRE. . .Eau Claire County’s Joint Council of Unions, Locals 2223 and 254, have reached a settlement for 2009 and 2010. The joint council’s highway, parks and forestry, courthouse, and human services workers achieved wage increases of 2% on 1/1/09, 1% on 7/1/09, 2% on 1/1/10, and 1% on 09/01/10. Effective 1/1/09 the Employer will pay 92% of the single and family health insurance coverage (was 93%). Drug coverage is now $10/generic, $25/name brand, and $50/non formulary. Co-pays for 90 day supplies are $25/$62.50/$125. Employees must take a generic drug, if available, or pay the difference unless their doctor says they are unable to take the generic. Office co-payments are now $25 (waived for Luther Midelfort Express Care). Emergency room co-payment is now $100 (waived if admitted). The annual deductibles are $1,250/single and $2,500/family. Employees are responsible for first $250/$500 ($250 max per family member and $500 max per family). The balance of the $1,250/$2,500 used by each employee shall be paid by the Employer. In addition, co-insurance is 90% Employer, 10% employee with maximum out-of-pocket costs of $450/single, $900/family including the $250/$500 deductibles.

SUN PRAIRIE. . .Local 60's City of Sun Prairie employees have a new 3-year contract. Wages increase 3% on 1/1/08, 3% on 1/1/09, and 3% on 1/1/10. The Employer will continue to pay up to 100% of the lowest cost health insurance plan offered. The City continues to pay 100% of the group dental insurance premiums. Other benefit changes include CSO uniform allowance of $540/year, call back time increased to 2 hours, and an increased benefit bank of $250/year.
BROWN COUNTY. . .Local 1901's health care center employees have a settlement for 2009. Wages increased 1.5%, retroactive to 1/1/09, and are scheduled to increase another 1.5% on 7/1/09. In addition, LPN’s receive an additional 25˘/hour. The County will continue to pay 92.5% of the health insurance premiums. The settlement also states that Wisconsin Retirement System (WRS) contribution increases will be tied to future wage increases.
CLARK COUNTY. . .Social Workers here, members of Local 546, have a contract for 2009. It provides a 2% wage increase on 1/1/09 and a 1% increase on 7/1/09. The County will continue to pay 90% toward the single and family health insurance premiums.
MADISON. . .Local 60's Professional Librarian and Library Worker bargaining units have two-year settlements. Wage increases are 3% 1/1/08, 2% 1/1/09 and 1% 7/1/09. The Employer will continue to pay up to 105% of the lowest cost health insurance plan offered. The parties established a sick leave bank. Sick days earned above the 150 day maximum will be 50% paid out annually and 50% added to the bank. The parties also agreed to a Memorandum of Understanding on workplace security and Sunday hours.
MARATHON COUNTY. . .Marathon County’s Highway Workers, members of Local 326, have a three-year contract. Wages increase 3% 4/5/09, 2% 1/1/10, 1% 6/27/10, 2% 1/1/11 and 1% 7/10/11. In exchange for additional out-of-pocket costs, the Employer agreed to continue paying 95% of the health insurance premiums. For 2009, prescription drugs will have the following co-pays: $0 for generic, 15% for formulary and 15% plus $15 for non-formulary with maximum out-of-pocket of $350/single and $650/family. For 2010, out-of-pocket costs increase to $400/single and $800/family. Health insurance co-pays increase from 5% to 10% for in-network and from 15% to 20% for out-of-network, with caps of $500/single and $1,200/family for 2009, and $650/single and $1,950/family for 2010. The preventative care benefit increases to $500/single and $1,500/family. Other benefit changes include improved sick leave conversion to insurance at retirement, enhanced family sick leave and funeral leave, a full day off for the day after Thanksgiving, eight more hours of personal time, CDL protection language and a comp time accrual Memorandum of Understanding.

LACROSSE. . .The County Jailers here have settled their first contract with Council 40. The 2-year contract provides 2% 1/1/09, 1% 7/1/09, 2% 1/1/10, and 1% 7/1/10. The County continues to pay 89% of the health insurance premiums. A new 3-tier drug card requires co-pays of $10/generic, $25/name brand, and $45/non-formulary. Other benefit improvements include sick leave payout at 75% (was 60%), uniform allowance at $400 (was $300), and a more flexible policy for scheduling time off.
STEVENS POINT. . .DPW and Parks Department workers here, members of Local 309, have a new two-year Agreement. Wages increased 3% 1/1/09 and will increase another 3% 1/1/10. The City will continue to pay 90% of the health insurance premiums.
WATERTOWN. . .Water and Wastewater Utility workers in Watertown finally have a settled contract for 2008 and 2009. The settlement provides across-the-board raises of 2% 1/1/08, 2% 7/1/08, 2% 1/1/09, and 2% 7/1/09. The Employer will continue to pay 90% of the health and dental insurance premiums. On-call pay increased to $18/weekday, $27/weekend day and $30/holiday. In addition, the residency requirement was revised and employees must live within 15 miles of the City Hall.
WHITEWATER. . .Local 1145's City Hall/Library and DPW bargaining units have new 3-year Agreements. Both units received 3% 1/1/09, 2.5% 1/1/10, and 2.5% 1/1/11. In addition, workers will receive .5% more each year in 2010 and 2011 if state levy limits are increased. The City will conduct a classification/compensation review during the summer of 2009. The Employer continues to participate in the state health insurance plan at the rate of 105% of the lowest cost plan offered. The City will sponsor a dental plan, but participating employees will pay 100% of the premiums. Other benefit improvements include an additional floating holiday, extension of sick leave to cover immediate family including domestic partner, and addition of domestic partner to bereavement leave.

MADISON. . .City employees here, members of Local 60, have a 2-year agreement for 2008 and 2009. Wages increased 3% retroactive to 1/1/08, 2% on 1/1/09, and a 1% increase is scheduled for 7/1/09. The City will continue to pay 105% of the lowest cost health insurance plan offered. The comp time bank increases from 40 to 80 hours, standby pay is now indexed to pay increases, the sick leave bank is modified so that after 150 days, ˝ of additional days are paid out annually and ˝ are added to the bank, and the parking enforcement office uniform allowance improves by $50/year.
SUN PRAIRIE. . .Support staff employed by the Sun Prairie School District, also members of Local 60, have a new 2-year contract. All wages increased 3.25% on 7/1/08 and another 3.25% increase will be implemented on 7/1/09 if health insurance increases 10% or less. If health insurance increases more than 10%, the wage increase will lower to 2.75%. In addition to the across-the-board wage increases, the following positions received reclassifications: Food Server/Helper moves to the A/V Assistant range, less 64˘/hour; A La Carte Server moves to A/V Assistant range, less 44˘/hour; Central Copy Machine Operator moves to Food Server/Supervisor range; Lead District Copy Machine Operator moves to Lead Groundskeeper range; Lead Groundskeeper moves to Equipment Maintenance Worker-Night range; and Lead Maintenance Worker moves to Maintenance Worker-Carpenter range. In addition, Special Education Assistants will receive an additional 25˘/hour when working with bodily fluids, providing clean intermittent catheterization, or performing tube feeding.
ASHLAND. . .Employees of the Ashland Housing Authority, members of Local 216-M, have a new 1-year contract which runs from 4/1/09 thru 3/31/10. Wages increased 3% on 4/1. The Employer will continue to pay 85% of the health insurance premiums. The sick leave payout language was clarified to reflect one lump sum payment upon retirement or death.
LAKE MILLS. . .DPW, parks, and clerical employees of the City of Lake Mills, members of Local 655-C, have a new 3-year agreement. Wages increase 3% on 1/1/09 and 3% on 1/1/10. The parties have a contract re-opener to discuss 2011 wages. Workers who attain certain water/wastewater certifications will receive additional hourly pay. The Employer will pay up to 95% of the lowest cost qualified health insurance plan offered. Job posting has been extended from 5 to 10 days, and the parties have agreed to meet to discuss the implementation of the income continuation plan. The plan has a 90 day elimination period and is funded by the city and deferred compensation.
WAUSAU. . .Two local 1287 bargaining units here, covering city hall and DPW workers, have settled their contracts for the next two years. Wages increase 2% on 1/1/09, 1% on 7/1/09, 2% on 1/1/10, and 1% on 7/1/10. Engineering techs receive an additional 25˘per hour on 1/1/09 and assessors are added to the city hall unit due to a unit clarification. In addition, the contracts provide one time payments of $50 for full time employees and $25 for part time employees as settlement of a prohibited practice complaint caused by the City’s failure to implement an arbitrator’s award. Effective 1/1/09, the Employer self-funds the difference between the HRA deductible and the employee deductible, which remains at $300/single and $600/family. Overall Employer contributions toward health insurance premiums is 91% for 2009 and 90% for 2010. Other benefit changes include improved sick leave conversion at retirement for employees with 25 or more years of service for both units, improved funeral leave for the city hall unit and CDL protection, a comp time bank, and perfect attendance leave for the DPW unit.

GERMANTOWN. . .DPW employees in the Village of Germantown, members of Local 3024, have a new 3-year contract. Wages increase 2% on 1/1/09, 2.5% on 1/1/10, and 2.5% on 1/1/11. As part of the settlement, employee contributions toward health insurance will increase slightly. In 2009, workers will pay $75/month single and $155/month family. These increase to $80/single and $160/family for 2010 and $85/single and $170/family for 2011. Benefit improvements include bereavement leave for brother/sister-in-law, $80 toward safety shoes every 2 years, and pager pay of $90/week in 2009, $100/week in 2010, and $110/week in 2011. The settlement also expunges discipline records from an employee’s personnel file after 3 years provided no other just cause discipline occurs during that period.
MARATHON/WOOD COUNTIES. . .The former County employee workers who are now represented at the newly formed Aging & Disability Resource Center of Central Wisconsin (ADRC-CW), have settled their initial 3-year contract. Wages increase 3% on 4/5/09, 2% on 1/1/10, 1% on 6/27/10, 2% on 1/1/11, and 1% on 7/10/11. The Employer will pay 95% of the single and family health insurance premiums. Significant benefits include partially paid dental insurance, sick leave conversion to health insurance based on age plus years of service, and 15 days of military leave each year with wage differential paid.

PLYMOUTH. . .Public works employees in the City of Plymouth, members of Local 1749-B, have a new 3-year agreement. Wages increase 2% on 1/1/09, 1% on 7/1/09, 3% on 1/1/10 and 3% on 1/1/11. The City continues to pay 95% of the health insurance premiums in exchange for increased deductibles and co-pays. Deductibles are now $400/single, $500/singe + 1, and $550/family. Additional in-network out of pocket co-insurance increases to $300/single and $800/family. Out of network co-insurance increases to $600/single, $1,500/family in 2009; $750/single, $1,950/family in 2010; and $900/single, $2,400/family for 2011. The lifetime maximum benefit increases to $2,000,000, the annual wellness benefit increases from $100 to $350, and a Health Risk Assessment or a physical is required for Employer contributions to health insurance. Benefit improvements include $3/month longevity pay for each month of service. This increases to $3.50/month effective 1/1/11. Sick leave payout increases from 50 days plus 25% of days over 100 to a maximum of 20 changes to 50 days plus 25% of days over 100 to maximum of 30.
MONROE COUNTY. . .Courthouse employees here, members of Local 138, have a new one-year contract. All employees received a 2% increase effective 1/1/09. The Employer will continue to pay 87% of the health insurance premiums. Employee deductibles are now $250/single and $500/family. The contract also increases the ˝ day Christmas Eve holiday to a full day.
NEW BERLIN. . .Local 2676's, City of New Berlin Employees Union, recently settled a 3-year agreement. Wages increase 3.25% 1/1/09, 3.25% 1/1/10, and 3% 1/1/11. The City will continue to pay 90% of the health insurance premiums with a plan design, calling for reimbursable deductibles of $1,500/single and $4,500/family. In addition, office visits now have $20 co-pays. The settlement also provides an additional personal day and a doubling or comp time accrual to 80 hours.
OUTAGAMIE COUNTY. . .Highway and solid waste workers, members of Local 455, recently received an interest arbitration award covering 2008-2010. The award calls for a 3% increase retroactive to 1/1/08, a 3% increase effective 1/1/09, an additional 12˘/hour increase effective 1/1/09 as quid pro quo for insurance changes, and a final 3% increase effective 1/1/10. The award specifies that employees will pay 13% of the insurance premiums with the following monthly dollar caps: For 2008, $92/single and $222/family; for 2009, $100/single and $241/family; for 2010, $109/single and $260/family. In addition, annual deductibles are now $250/single, $500/family and office visits are now subject to $15 co-pays. The award also provides CDL protection language, ICMA post-retirement contributions, and $50/year Employer contribution to the Section 125 plan.
LA CROSSE. . .The clerical and paraprofessional employees of La Crosse County’s Local 2484 have a new 2-year contract. Wages increased 2% 1/1/09 with an additional 1% applied 7/1/09. A similar 2%/1% split is scheduled for 2010. In addition to the across the board wage increases above, employees in the new classification of “adolescent center worker” will get the following adjustments on 7/1/09: step 1, an additional 21˘/hour; step 2, an additional 18˘/hour; step 3, an additional 15˘/hour. The Employer will continue to pay 90% of the health insurance premium for approved plans. The settlement includes a 3-tier drug co-pay of $10/generic, $25/formulary, and $45/non-formulary. Shift differential increased to 40˘/hour for 2nd shift and 55˘/hour for 3rd shift. Payout of sick leave at retirement increased to 75%. Employees now have one day of funeral leave to escort children in their legal custody to attend the funeral of the parent or grandparent of the custodial children.

TREMPEALEAU COUNTY. . .Housing Authority workers here, members of Local 382-U, have a 3-year contract. Wages increased 2% 1/1/08 and an additional 1.5% 7/1/08. For 2009 and 2010, wages increase 1.5% on 1/1 and 1.5% 7/1. The Employer continues to pay 90% of the health insurance premium through 2009. Effective 1/1/10, the contribution drops to 89%.
LINCOLN COUNTY. . .Employees of the Pinecrest Nursing Home, members of Local 342, recently received the arbitrator’s decision for their 2-year agreement. The award provides a 2% wage increase retroactive to 1/1/08 with an additional 1% increase applied 7/1/08. For 2009, employees receive 1.5% effective 1/1 and another 1.5% effective 7/1. The Employer will continue to pay 95% of the health insurance premiums but the drug card now has 4 levels: $5, $20, $35, and 25%. In addition, the lifetime insurance coverage maximum doubles from one to two million dollars and annual preventative care increases from $200 to $500. The award also provided an additional floating holiday, bringing the total number of holidays to ten.
