PROFILE AFSCME Council 40 is a growing union with a commitment to excellent worker representation. Originally charted in 1944, the Council now has approximately 32,000 members who work for local units of government and private sector nonprofit employers in Wisconsin, outside of Milwaukee County. The Council has at least one affiliated local union in each of the 71 counties under its jurisdiction, and comprises more than 300 local unions and chapters, which represent approximately 590 separate collective bargaining units. Council 40 is governed by a democratically elected 25-member executive board. The Council has 38 full-time employees, including 22 professional staff representatives located throughout the state, two research analysts, two organizers, a political action representative, and several administrative and support staff employees at its Madison, Wisconsin, headquarters.
