SCHOLARSHIPS. . .A reminder: The application deadline for the current round of competition under
the Council 40 Memorial Scholarship Program is Friday, 2/1. Ten scholarships worth a total of
$24,000 will be awarded. Be sure the members of your Local/Chapter are informed!


RETIREES. . .Another reminder: Council 40 pays the first year’s dues to Wisconsin AFSCME Retirees
Chapter No. 7 on behalf of the retirees of all Council 40 affiliates. That policy continues into the new year. Be
sure to notify the Council office when members of your Local/Chapter retire.
We want to get them
started off on the right foot in the retirees organization. Our retirees are a valuable asset in our lobbying
efforts, and we will need all the help we can get in 2008 and beyond.

EAU CLAIRE. . .Eau Claire County’s Joint Council of Unions, comprised of highway, parks, courthouse
clerical, courthouse professional, human services clerical, and human services professional employees, have
a two-year agreement. The settlement provides a 2% increase retroactive to 1/1/07 with a 1% lift retroactive
to 7/1/07. A 2% increase occurred on 1/1/08 with a 1% increase to follow on 7/1/08. The County paid 94% of
single and family health insurance premiums in 2007 and will pay 93% of health insurance premiums in 2008.

KIEL. . .Street, water and wastewater workers here, members of Local 1362, have a new three-year contract.
Effective 1/1/07, wages increased 3%. A 3.25% increase went into effect 1/1/08 and a 3.5% increase is
scheduled for 1/1/09. The Employer continues to pay 94% at the single and family health insurance
premiums. In-network deductibles increase from $225/single and $500/family to $300/single and $600/
family. Out-of-network deductibles increase from $400/single, $800/family in 2007 to $500/single, $1,000/
family in 2008 and to $600/single, $1,200/family in 2009. Significant benefit changes include 36 month recall
from layoff, comp time accrual of 24 hours and codification of the certification and training expense
reimbursement policy.

COMING EVENTS. . .We will be very busy in 2008. See our Calendar of Events. There is a list of several
important Union-related events for your new year’s calendar. With regard to the Council 40 Convention set for
April 18-20 in Stevens Point, please note that like last year we’ve scheduled two full sets of educational
workshops on Friday, 4/18, from 9:00 a.m. to 12:15 p.m. You may want to plan on arriving in Stevens Point on
Thursday evening.
