BADGER TAKES COMMAND. . .On November 14 Associate Director Rick Badger will become Council
40's Executive Director upon the retirement of Bob Chybowski who has served the Council in various
capacities since 1976. Brother Badger has been the Council’s Associate Director since 2003 and before
that was our Staff Rep in the Oshkosh District and a Researcher. On the same day senior Staff Rep
Jack Bernfeld will take over as the Council’s Associate Director.

BURNETT REPLACES WEEKS. . .This week Doug Burnett began his AFSCME career as the
Wisconsin Political Action Coordinator. He replaces Brian Weeks who earlier this year was promoted
to AFSCME’s Assistant Director of Political Action in Washington D. C. Brother Burnett brings with him
some 19 years of experience in Wisconsin’s political and legislative arenas.

FINANCIAL STATEMENT. . .Secretaries are being sent the Council 40 Financial Statement for the 9
months ending September 30, 2007. At the end of the third quarter the Council’s operating revenue from
PCT and other sources was $4,585,111. Total operating expenses stood at $4,536,545. For the same
period, the PEOPLE Fund Revenue was $212,559. Total operating expenses were $144,071. Other

2008 MINIMUM DUES RATES. . .Click here to see the schedule of the 2008 minimum dues and per
capita tax rates. These minimum rates are determined by the formula in the AFSCME Constitution and
will become effective on January 1, 2008.

HOWARD-SUAMICO. . .Employees of the Howard-Suamico School District, members of Local 3055,
recently ratified a new two-year contract. Wages were increased 75¢/hour on 7/1/07, with another 75¢/
hour wage hike set for 7/1/08. The District has agreed to continue paying 95% of the health insurance
premiums.

KEWAUNEE. . .DPW and clerical employees who work for the City of Kewaunee recently ratified a new
3-year contract. Wages will be increased 3% on 1/1/08, to be followed by additional 3% pay hikes at the
beginning of 2009 and 2010. The payroll clerk position will receive an extra 3% on 1/1/08 while the deputy
clerk treasurer will get an extra 2%. While the health insurance premiums increased 10.3%, no change in
the percentage paid by the Employer changed. Vacation, clothing allowance, and night work bonus
provisions were all improved. A new provision protecting jobs in the event of CDL suspension was added,
along with several other language improvements.
