2008 COUNCIL 40 BUDGET. . .Enclosed for secretaries is the 2008 Council 40 Budget which was
approved by the Executive Board on 12/15/2007. The Budget projects from the General Fund total
operating expenses of $6,687,552 for 2008. A deficit of $71,969 is projected. That represents an increase
of 10.7% of the total operating expenses projected for 2007. The PEOPLE Fund Budget projects total
operating expenses of $334,020 for 2008. That represents an increase of 57.14% of the total projected
expenses in 2007.

EXECUTIVE BOARD MINUTES. . .Also enclosed for secretaries is a copy of the approved minutes of the
October 18, 2007 Executive Board meeting held in Green Bay.

EXECUTIVE BOARD AGENDA. . .Secretaries are being sent the preliminary agenda for an abbreviated
Council 40 Executive Board meeting set for January 11 at the Council’s office in Madison. This meeting
does not replace the previously scheduled February Board meeting. The preliminary agenda for that
meeting will be sent out later in January.

CORRECTIONAL OFFICERS. . .The newly established Correctional Officers Advisory Committee is
meeting at the Council’s office in Madison on February 11 at 1 p.m. The main purpose of the meeting
is to discuss the committee’s mission statement and goals.

SHAWANO COUNTY. . .Healthcare Center employees here, members of Local 2648, have a new 2-year
agreement. Wages increased 2.75% retroactive to 1/1/07 and a 3% increase is scheduled for 1/1/08. As
part of the settlement, the Employer continues to pay 90% of the family health insurance premiums and
100% of the single premiums in exchange for much higher deductibles and a Health Reimbursement
Account (HRA). Deductibles increase from $300/single, $600/single + 1, and $900/family to $750/single,
$1,500 single +1, and $2,250/family. The HRA contributions are $450/single, $900/single +1, and $1,350/
family. The HRA monies can be used for deductibles incurred above the old deductible rates. Unused
HRA monies will roll over to the following year with no maximum cap.

HOLIDAY OFFICE HOURS. . .Our best wishes for a safe holiday season. Please note that in
observance of holidays the Council 40 offices will be closed Monday, December 24; Tuesday,
December 25; Monday, December 31; and Tuesday, January 1.
