STAFF VACANCY. . .Council 40 currently has a vacancy in the position of Staff Representative. The
position is now posted internally, so the exact location of the ultimate vacancy is unknown. If any of the
members of your local/chapter are interest in applying, they should forward a resume and letter of
application to Associate Director Rick Badger at the Council office in Madison by Friday, 4/27.

MEMORIAL SCHOLARSHIP WINNERS. . .The Selection Committee has completed its work and
announced the winners of the 23rd Annual Council 40 Memorial Scholarship competition. We had a
record 109 applicants for the 10 scholarships. The winners' names, along with the local union affiliation
of the winner or parent, are listed below. Our congratulations to all winners and our thanks to all who
partiicpated in this year's scholarship program.

DISTRICT #3. . .Here's a reminder that the District #3 Spring Conference is scheduled for Saturday, 3/31,
at The Osthoff Resort, 101 Osthoff Ave., Elkhart Lake. Registration, coffee, and rolls at 8:00 a.m.,
call-to-order at 9:00 a.m., lunch at 12:00 noon, call-to-order at 1:00 p.m.
The agenda includes a
preview of Council 40's Convention, discussion of Spring elections, and reports from the Officers,
Executive Board members, and Staff Representatives.

CONVENTION HOSPITALITY. . .As previously announced, all Highway Districts will have a combined
"Hospitality Room" during the Convention. We ask locals to send donations ($25 per delegate/observer
suggested) to District #6 Board Member Christine Kistner at P.O. Box 165, Menomonie, WI 54751.

MARTIN LUTHER KING JR. NATIONAL MEMORIAL. . .Dr. King lost his life in Memphis, TN, where he
had gone to support AFSCME-represented striking sanitation workers. Presidents and Secretaries
received additional information in their weekly packets on how local unions can contribute to the memorial
honoring this true friend of AFSCME and all working people. Council 40 really appreciates your effort to
help this great project come alive.

MUSKEGO. . .Administrative Assistants employed by Muskego/Norway Schools, members of Local 2414,
recently settled a three year contract. Wages increased 2.5% retroactive to 7/1/06. Additional 2.5%
increases are scheduled for 7/1/07 and 7/1/08. The Employer will continue to pay 90% of single and family
health and dental insurance. Tuition reimbursement increased from $250 to $400 per year, and surviving
spouses are now entitled to unused post employment retiree benefits.

second year provided recipient remains a full-time student and achieves at least a 3.0 GPA in the first year of study.
