IN MEMORIAM. . .We are sad to report the passing of a great Wisconsin labor leader, Jack Reihl. Many of
you will remember Brother Reihl from his service as president of the Wisconsin State AFL-CIO from 1986 to
1994. He had previously served as secretary-treasurer and legislative director. Prior to this, Brother Reihl was
an activist and leader of United Brotherhood of Carpenters and Joiners of America, Local 1143. He was
passionate about quality vocational education and served on the state Job Training Coordinating Council, the
Wisconsin Council on Vocational Education, UW-Stout Board of Business and Industrial Advisors, and the
Apprenticeship Advisory Council. He was appointed by President Carter to represent labor on the National
Advisory Council for Vocational Education. Brother Reihl also served with distinction as an alderman and past
president of the City Council in his hometown of La Crosse. He will be missed.

EXECUTIVE BOARD AGENDA. . .Enclosed with this Update for all secretaries is a copy of the agenda for
the April 16-17, 2008 Council 40 Executive Board meeting to be held at the Stevens Point Holiday Inn Hotel
and Convention Center. Please understand that the agenda now includes all the items known as of today's
mailing. Other items could be added prior to or during the meeting.

IRON COUNTY. . .Courthouse, Human Services, and Health Department employees represented by Local
728-D have approved a new contract for the period January 1, 2008 through December 31, 2010. The
mediated settlement features wage increases of 50¢ on January 1 each year, no changes in the health
insurance benefit and premium share, the establishment of a PEHP program and improvements in vacation
accrual, standby pay and funeral leave.

STURGEON BAY. . .School District employees here, members of Local 1658, have recently settled a new
3-year contract. All wages increased 3% retroactive to 7/1/07. Additional 3% increases are scheduled for
7/1/08 and 7/1/09. The Employer continues to pay 90% of single and family health insurance premiums. The
Employer now offers an HRA/403(b) option that contributes $450/year for single coverage and $900/year for
family coverage. Employees can now carry over up to one week of vacation from year to year.

PRICE COUNTY. . .Highway Department employees here, members of Local 1405, have a new 2-year
contract. All wages increased 2% 1/1/08 with an additional 1% increase scheduled for 7/1/08. Another 2%/
1% split is scheduled for 2009. As part of the settlement, wayside maintenance workers moved up one
classification and foremen received an additional 25¢/hour on top of the general wage increase. The
Employer continues to pay 90% of single and family health insurance premiums.
