GRIEVANCE FILING FEE RELIEF. . .As discussed at this year’s Convention, the Council 40 Executive
Board has approved reimbursing local unions and chapters $200 of the filing fee for all grievances submitted
to arbitration on or after May 1, 2008. Council 40 does not want any unit to choose not to pursue a valid
grievance because of the state’s recently imposed $400 filing fee. Units using ad hoc grievance arbitrators
will also be entitled to $200 toward the union’s share of the arbitration bill. Please talk to your staff
representative for more details.

CHILD CARE UNION GETS AGREEMENT. . .AFSCME/Child Care Providers Together and State
Negotiators have agreed to a contract that provides new rights and a formal role in the regulatory process
for providers represented by the Union. If approved by members, the contract would establish an ongoing
discussion between providers and regulators, providing input on rules and regulations and mechanisms to
make sure those rules are applied fairly and consistently. In addition, the State has promised to increase
parent subsidies to 75% of the private sector market rates at the first possible opportunity. Negotiations for
the Union’s bargaining team were led by AFSCME Council 48 Executive Director Rich Abelson and AFSCME
Council 40 Representative-At-Large Larry Rodenstein. The union is planning a series of contract informational
meetings around the State prior to mail-in ballots being sent to members later in May. Votes will be counted on
June 3.

LEADERSHIP TRAINING INSTITUTE. . .Council 40, in cooperation with the UW School for Workers and the
International Union, will sponsor an Advanced Leadership Training Institute this year to be held on the UW
Madison campus, October 19-24. It is open to current leaders of locals or chapters who previously graduated
from the Basic Leadership Training Institute. The Local Union’s cost is only $200 per participant, with Council
40 and the International Union paying for tuition, meals, lodging, parking, travel and lost wages for the week-
long program. The class schedule and registration information will be sent to all affiliates later this summer.

AMENDMENTS AND RESOLUTIONS. . .Copies of the 2 constitutional amendments, 17 policy resolutions
and 8 honorary resolutions passed at the Council 40 Convention this month are being sent to all Local/Chapter
secretaries. A set of all Convention documents and reports is being sent to secretaries of all Locals/Chapters
not represented by a delegate of their own at the Convention. For additional copies, please contact the
Madison office.

JERRY CLARK MEMORIAL SCHOLARSHIP. . .The International Union has announced the 2008 Jerry
Clark Memorial Scholarship program for the children and grandchildren of AFSCME members who want a
career working for social and economic justice. It’s a good one, worth $5,000 each for two students with a
social science major for their senior or junior college years. A chance to intern at the AFSCME headquarters
is also part of the award. Jerry Clark, a Wisconsin native, lead AFSCME’s Political Action Department for
nearly 20 years. For details and an application form for this and other scholarships, see the AFSCME
