IMPORTANT REMINDER. . .Council 40 will reimburse half of the WERC grievance arbitration filing fee for
grievances submitted to arbitration on or after May 1, 2008. Treasurers should continue to send the full union
share of the filing fee (currently $400) to their staff representatives. The staff reps will ensure that Council 40 will
refund half of that fee ($200) directly to the local unions. Locals that utilize ad hoc arbitrators are eligible to
receive $200 toward the actual cost of arbitration. Also, note that Council 40 continues to reimburse 100% of
approved prohibited practice and interest mediation/arbitration filing fees. Please talk to your staff rep for
more details.

FLOOD ASSISTANCE. . .If any Council 40 members have suffered the loss of their houses or other significant
hardships due to this month’s historic floods, the International Union has limited emergency funds available.
Please contact Executive Director Rick Badger ASAP if any members are in dire straits due to the recent
weather.

CHILD CARE WORKERS RATIFY CONTRACT. . .Earlier this month, members of AFSCME/Child Care
Providers Together overwhelmingly approved their first Agreement with the State of Wisconsin. As announced
previously, the Agreement provides new rights and a formal role in the regulatory process for providers
represented by the Union. In addition, the State has promised to increase parent subsidies to 75% of the
private sector market rates as soon as possible. Congratulations and welcome, AFSCME/CCPT!

OUTAGAMIE. . .Courthouse employees here, members of Local 2046, have a new 3-year Agreement covering
2008-2010. All wages increase 3% effective the first pay period of each year: 12/23/07; 1/4/09; and 12/20/09.
In addition, a 12¢/hour quid pro quo was added 3/30/08 in exchange for higher out-of-pocket insurance
payments. The County continues to pay 87% of the premiums, but employees are now subject to $250/single
and $500/family deductibles and $15 office visit co-pays. The new drug co-pays are $8/generic, $25/formulary,
and $40/non-formulary. Benefit improvements include enhanced funeral leave for brother/sister in-law and
grandparent/grandchild, Employer contributions to the Section 125 plan, and voluntary participation in a
tax-sheltered post-retirement benefit plan.
