MANITOWOC COUNTY. . .Sale of the Manitowoc County Health Care Center is still a possibility. The
County Executive, still bent on selling, has vetoed a County Board resolution requiring him to explore
several options for the future of the MCHCC, including sale or keeping it as a public institution. The
County Board will meet in special session on 7/30/07 to hold an override vote. The members of Local
1288 would greatly appreciate any support other locals and members can offer.

ST. CROIX COUNTY. . .The sale of the St.Croix County Health Center was put off track last week when
the buyer, lined up by the County, pulled out. The members of Local 2721 have been part of a grassroots
effort to convince citizens that keeping the Health Center was in the best interests of everyone concerned.
The would-be buyer cited public opposition to privatization as the reason for pulling out. This is good
news, but the battle here isn’t over.

LEADERSHIP TRAINING INSTITUTE. . .Secretaries of all affiliates have been sent the announcement
and registration forms for our 2007 Basic Leadership Training Institute. It will be held on the campus of
the University of Wisconsin–Madison, September 23-28. We have room for up to 40 local/chapter
officers. Subjects covered will include: History and Structure of AFSCME, Duties of Officers, Running an
Effective Meeting, Public Speaking, Political and Legislative Action, Contract Bargaining and Effective
Communications/Newsletter Writing. Local unions will pay the first $200 for each participant. Council 40,
with help from AFSCME, will pay all the other costs including lost wages for the week, travel expenses,
lodging (double occupancy), meals, tuition and class materials. The deadline for registration is
August 31, 2007

EXECUTIVE BOARD AGENDA. . .Secretaries are being sent the preliminary agenda for the Council 40
Executive Board meeting set for August 11 at the Holiday Inn located in Rothschild. This agenda includes
all items known to us as of July 26. Additional items could be added before or during the meeting.

MENASHA. . .DPW employees and bridge-tenders in Menasha, members of Local 1035, recently ratified
a new two-year contract. Wages were increased 2% retroactive to 1/1/07. Another 1% was applied 7/1/07.
A 2.5% pay increase is set for 1/1/08, followed by 1.5% on 7/1/08. The City will pay 95% of the single and
family HMO premiums and 92% of the POS Plan premiums. In 2008 those payments go to 93% and 91%.
In both years, the employee’s share of the costs are capped at dollar amounts. The City will continue to
provide dental and vision insurance. Mechanics’ tool allowance was increased from $240 to $300.
Language was added to provide job protection in the event of the loss of a CDL because of off-duty
infractions.
