CHYBOWSKI TO RETIRE. . .Council 40 Executive Director Bob Chybowski has announced his plan to
retire at the end of this year after 31 years of service to the Council. After a couple years as a Research
Assistant at the U. W. Extension School for Workers, Brother Chybowski started his career with Council
40 in 1976 as a Staff Representative for the La Crosse District. Thereafter he served as the Staff
Representative in the Southeast and Waukesha Districts before becoming the Council’s Associate
Director under Bob Lyons in 1990. Brother Chybowski was named Executive Director in 2003 upon the
retirement of Bob Lyons.

BADGER NAMED NEW DIRECTOR. . .The Council 40 Executive Board voted last weekend to name
Rick Badger as the new Executive Director effective November 14, 2007. Brother Badger started with
Council 40 as a Research Assistant in 1995. After a short stint as a Research Analyst he became a Staff
Representative for the Oshkosh District. Bob Chybowski promoted him to Associate Director in 2003.
Brother Badger recently retired from the United States Army Reserve where he attained the rank of Major.
He served as a platoon leader in Operation Desert Storm and an Intelligence/Operations Officer during
Operation Iraqi Freedom.

BERNFELD TO BECOME ASSOCIATE DIRECTOR. . .Rick Badger moved quickly to name Jack
Bernfeld
the new Associate Director effective in November. Brother Bernfeld began his Council 40 career
in 1977 as the Staff Representative in the Lake Superior District. Thereafter he served in the Capitol
District and as a Representative-at-Large. Brother Bernfeld also served as Assistant Director for a year
while Brother Badger was serving our country in Iraq.

EDUCATION CONFERENCE SET. . .The Council 40 Health and Safety Committee along with the Street
and Highway Workers Advisory Committee and the Women’s Committee have planned a comprehensive
two-day Education Conference for November 2-3. It will be held at the Hotel Mead and Conference
Center in Wisconsin Rapids
. The agenda includes sessions on Ergonomics, Work Zone Safety,
Hazardous Materials Awareness, Trenching and Confined Space Hazards, Work/Family Issues,
Retirement Financial Planning, Identity Theft, Stress Management, PEOPLE Organizing, and more. Mark
your calendars and plan to attend. This conference is open to any member of a local affiliated with Council
40. Further information and a registration form will be sent to all affiliates later this summer.

EXECUTIVE BOARD MINUTES. . .Secretaries are being sent the Minutes of the Council 40 Executive
Board meeting of April 11-13. Minutes of the August 10-11 meeting will be sent to affiliates after they’re
approved at the upcoming October Board meeting.

FINANCIAL STATEMENT. . .Secretaries are also being sent the Council 40 Financial Statement for the
quarter ending June 30, 2007.
